Heian Yondan is one of the forms mentioned in the textbook Taekwondo (1) written by 최홍희 (Choi Hong-hui). More formally part of Karate, the form was omitted from later editions of the textbook, and is consequently no longer learnt by students of Taekwondo.

Like many of the Heian forms, there are strong similarities with the newer forms designed by Choi. In this form, we see the side kick, elbow strike movement that’s characteristic of Yulgok, the wedging block, front kick, double punch movement that’s characteristic of Dosan, and the knee kick that’s seen in Toigye.

The form as noted in Taekwondo (1) appears to be identical to Heian Yondan from Shōtōkan Karate.
